Not upper: Respiratory infection but it may worsen bronchial spasm as in the case of asthma/ bronchitis . If your upper respiratory infection gives you wheezing , it most likely caused bronchospasm and in such situation Nadolol may potentially worsen shortness of breathe

Yes, in some cases: In persons with a tendency toward asthma, beta-blockers like Nadolol can cause mild increases in bronchial tree spasm which may give the sensation of worsening respiratory symptoms (shortness of breath).
