Circulation: Red scars usually indicate enhanced circulation and blood flow which may be secondary to unresolved inflammation. Scars usually mature as the inflammation resolves. This leads one to think of why there is persistent inflammation present. This can be due to retained foreign material such as sutures, irritation from sebum or oil from hair follicles, infection, mechanical stress, or other factors.

Depends: Several factors may affect the color of a scar. Sun exposure especially if summertime and located in area likely to get sun such as abdomen . Irritation, medications are just a few. Usually it is transient and benign in nature. Is scar hypertrophic?
