No, not likely: Thyroid cancer is located outside the airways where phlegm is produced. So it would not be a consideration in this situation. Thyroid cancer will simply produce a lump over the lower front neck.

No.: Your thyroid is outside your windpipe and phlegm would be inside your airway. There are some scenarios where thyroid cancer could indirectly cause coughing up phlegm but these would all be exceedingly rare.
