Jaw yes; neck no: If the cavity is in teeth of jaw it can certainly cause pain in jaw. However it is unlikely to cause neck pain unless an infection occurs and extends in the neck.

YES: This is called referred pain. When the cavity kills the pulp of the tooth, the subsequent infection goes down the root to the jaw and the pain and infection can spread to the bottom of the jaw and the neck.
