Is wbc in a pap smear a bad sign?

No, not really: I would not worry about WBC in your pap unless you have some other symptoms like excessive vaginal discharge in which case you should seek advice from your gynecologist.

Possible: Wbc's indicate an infection of some sort. It could be as simple as a yeast infection or as serious as an intrauterine infection or an std.
