Yes: After a reasonable period of healing time the bones are just as strong. Some bones heal faster while others take longer.

Varies: It varies somewhat. Sometimes, because of the increased bone growth to heal the fracture, the bone can actually be stronger. In perfect scenario, bone heals to the exact alignment and strength it was previously. Good question.
