ENT: See an ENT doctor who has expertise with children. Tonsils are generally protective organs, but if the frequency of infections is truly excessive (you don't say how often they occur) the tonsils may need removal. It takes someone seeing your child, not on the internet. Good luck.

A way to decide: Some of the long-term risks you mention are not necessarily due to the absence of the gland but rather behavioral (or just unknown cause). There are also risks of too frequent antibiotic use, missed school, lost sleep due to pain, etc. It's not an easy decision. This may organize your thinking. http://children.webmd.com/should-my-child-have-a-tonsillectomy best wishes.
