Good strategy: This can be a normal phase that is caused by anxiety. Try taking your daughter into public restrooms even if she doesn't have to go and see if she reacts the same way. Doing this a few times every here and there may help her overcome her anxiety and fear of public restrooms. Also, your daughter may feel uncomfortable or vulnerable/ exposed since she doesn't know the other children that well.
