My 16 months daughter touches her bellybutton while sleeping.if i remove her hand she cries and put it back.not sure if its odd behavior or she has pain?

Belly button play: She may have just "discovered" her belly button and its a soothing technique. It is unlikely that she would only have abdominal pain in the night. More likely its equivalent to sucking her thumb and you should allow for now.But if you sense she is in pain please take her to the pediatrician.

Fetish or security?: Children and even adults occasionally perform behaviors that are conducive for starting sleep. And poking the bellybutton is an example. Same as a security blanket, pacifier, thumb or other digits. No worries here.
