No : It is a very nonspecific signs- from probably problem with electrolytes to some other mental condition like anxiety etc. It is not a sign of tumor.

Doubt it: Lip quivering can be due to drinking too much coffee or stress induced or even caused by facial twitching/tic. Although not entirely impossible, lip quivering caused by a tumor is less likely. If it is causing significant discomfort, i would consider follow up with a physician for the possibility of an imaging study.
