Yes: Chlorine can act as an irritant and result in the surface of the cornea being dry and slightly cloudy. It should clear up on it's own. Lubricating drops may help. See your eye doctor if this doesn't improve.

Yes: If your eyes are open in the water and the chorine causes a keratitis (inflammation of the cornea) your vision could certainly be blurred. It should be better after a day though.
