Doubtful: Unless the person in question is taking some form of blood thinner it is extremely unlikely. If the "tap" as you call it did not cause a loss of consciousness it is even less likely. If some form of focal neurologic symptom exists, weakness, numbness/tingling in one limb, you should see a doctor to have that checked.
