YES: 2 weeks is not long enough to heal a broken bone especially if you are walking on it.

Foot fracture: The first thing your body does to heal a fracture is to take bone away prior to lying down new bone. In an adult the fracture transitions to healing more than take away at about the 10day to 2 week mark. Then healing progresses normally over the next 2-4 weeks. Definitely can expect continued pain and swelling at two weeks.
