What causes cysts and boils on the vagina & anus to come out the same time?

Possibly infection..: "boils and cysts" of the vagina and anus are not normal. These could be related to an infectious condition (with one possible trigger being hsv / herpes virus infection). Herpes is sometimes silent for periods of time and then new blisters / lesions appear. Herpes can cause sores on the vagina and on the anus. It would be good to get examined by a primary care doctor.
