No: Commonest cause of neck pain excluding injury is osteoarthritis in neck. You have not clarified what symptoms you call " sinus issue".

Not normally: However, hypothyroidism can lead to a lower threshold for pain as well as myofacial issues, so it can cause some long term neck pain. Safest to have it assessed with a physical exam.
