Might be callus : A podiatrist can help remove and figure out if being caused by faulty biomechanics.

Thick skin > callus: Some people develop thick hard skin in the sole of their feet. This hard skin often has a yellowish coloration, and becomes callus (hyperkeratosis). After one tries to pare down or soften this callus build up with creams, the hard skin would grow again or the callus firm up again. The cause can be genetic (unna thost dz) in which patients' skin in the soles fturn over faster, hence the thick skin.

Thick skin: I take it its on bottom of feet since you did not mention, use cream with a high concentration of urea at least 40% twice daily and see your podiatrist.
