County Public Health: In most counties in the U.S. There are public health services for both dental and medical care. That is where i would start. In sacramento you also have the university there that most likely has a teaching dental clinic that is another very good option to pursue.

Free clinic or pay!: If there are no free clinics in sacramento that you qualify for, you may want to consider the drive to san francisco to get treatment at the university of the pacific dental school. The care would be less expensive than a private practice and require more visits, but it would be less expensive. If you afford to buy dental insurance, you may also be able to find a dentist and set up a payment plan.
