Probably not: Seizures usually last at least 30 sec to a minute. "head rushes" are usually something else. "head rush" is not exactly a precise medical term so if you want a real answer there's no substitute for seeing a doc face to face & getting a hands-on assessment. My mother told me never to do a neurologic examination over my smartphone.
