Not recommended.: Any invasive manipulation of the skin while on certain blood thinners may increase risk of bleeding or significant/symptomatic bruises. Partly depends on what kind of blood thinners you are taking. Depending on your diagnosis and the reason you are on blood thinner, your doctor may advise you to place your blood thinner on hold for a few days in preparation for your procedure.

Not a good idea: Blood thinners make it more likely that you will bleed in general. Making small holes in the skin will make you bleed excessively because of the presence of the thinners and will increase the risk of infection, and possible scarring. Wait until you are off the thinner; if it is long term then speak with your physician about how to temporarily stop the thinner.
