Yes: I do not think a tattoo is a reason to reject your blood. Hepatitis and HIV are. If you did not get these with your tattoo it should be safe. Double check with the blood bank that's taking your blood to make sure.

This is because not all tattoo artists take appropriate precautions to prevent the risk of infectious disease transmission, with a risk of serious disease like hepatitis or hiv. If no issues in 12 months, you are presumed to not have contracted anything.

Yes: Nowadays with the good health practices enforced on tattoo operators and the ability to screen for hepatitis C, this isn't a problem. If you were inked in a state where the shops are unregulated, wait a year.
