Stem Cell: No they are not the same. Stem cells potentially allow for injured or damaged tissue to re-grow by introducing cells into the joint that may differentiate into new tissue. Plasma therapy reduces inflammation and provides the existing cells with growth factors to hopefully stimulate the injured cells to heal themselves.
