Is it safe to get a tattoo on the upper chest right below collar bones even though it's close to the heart and arteries?

Not associated: The risks of getting tattooed are related to infection which can come from improper technique, unclean equipment or improper aftercare. It is possible to have an allergic reaction to the ink as well. There is no other risk based on location or proximity to the heart or blood vessels as tattoos are only in the dermis, no deeper.

Yes: You are still outside the ribcage and probably on top of the chest muscles, so deposition of ink in the skin would not be expected to affect the heart and arteries. Still need to be careful for infections. Ensure sterile technique. Use an experienced professional; dont let your buddy with his tattoo machine fresh from ebay do it :o).
