Could be: Post stroke it can take months to years to recover . The brain heals and re-routes circuits as best it can. Twitches and spasms can occur and be a permanent sequella from the stroke or may be a good sign . Time will tell. Rehab is the best tool she had right now

Depends: Sometimes twitching is a sign of recovery, other times it may be seizure or spasticity.
