No : They are both taking place in your foot but are not a directly connected problem good shoe fitting can help somewhat.

Neuroma is an : Inflammation of the nerve between the metatarsal heads, plantar fascitiis is an inflammation or degeneration of the ligament on the bottom of the foot. So they are clearly different. Pain of one may lead to change in walking which can cause the other.
