Migraine: Headache is not listed as a side effect of ciprofloxacin, and the ear drops wouldn't cause headaches either. Maybe you have a sinus infection with your ear infection, or you are just having a headache. If it persists, contact your physician.

Hard to say: Most drugs seem to be associated with headaches, but infections can also trigger migraines, so may be quite tough to sort out might consider migraine prevention approach and your doctor could assess this.
