After fracture once callus is seen on xray, is weight bearing allowed?

Partially: Depending upon what bone is involved, as well as, what part of that bone. Typically, if callus is seen, then begin partial or protected weight bearing with some sort of support. If small foot bone, then cast or removable boot. If large bone like femur (hip/knee) or tibia (knee/ankle), then may use brace and crutches. Place most weight on crutches and good leg while injured flat on ground.

Depends: Just seeing callus indicates that the healing process is in progress. Has the callus bridged the fracture? Has the fracture line been obliterated by callus? Such factors need to be evaluated to determine when increase stress may be placed on the injured area.
