No: Meningitis from CSF leak is mostly caused by garden variety skin bugs (staphylococcus) which managed to get onto the meninges from the outside in. They would not infect anybody. Infectious meningitis is caused by people in the community being infected with streptococcus pneumoniae or neisseria meningitidis. These bugs actually spread through upper respiratory infection (coughing in public spaces).
