No: A buford complex is a variation of normal anatomy involving the anterior glenohumeral ligaments and labrum in the front of the shoulder. It has no association with pain or shoulder dysfunction. If it is mistaken for a tear or abnormal anatomy treating it surgically can result in shoulder stiffness.
