Exercise and NSAID: This is probably an impingement syndrome, which usually responds sto light range of motion exercises and a med like motrin. Sometimes a pt program is indicated.

Yes: If you cannot lift past 90 deg then you have a problem with your rotator cuff and the bursa. Most likely this can be treated by exercise. You need to have it evaluated by an orthopedic surgeon.
