If you are getting a lot of warts does it mean your immune system is weak?

It can, but: It doesn't always mean your immune system is compromised. To get a wart, you need to be exposed to the virus and be susceptible. Many people have a wart on 1 foot but not the other, despite their standing in the shower with both feet. The explanation is only one foot is susceptible. Susceptibility changes in time too and may or may not be linked to your immune system.
