Proptosis: You may be describing proptosis or exophthalmos which is often associated w/thyroid disease, especially graves. Check out http://en.Wikipedia.Org/wiki/exophthalmos, then go see your family doc for evaluation & testing.

Unusual: The appearance of the eyes becoming big or protruding is usually from "lid retraction", where the upper and lower lids open so wide that the white of the eye can be seen even above the eye. This is most commonly from hyperthyroidism (grave's disease), which could also be associated with hypertension. Orbital inflammation could also cause this, but rarely bilaterally. Should get this checked out.

Thyroid?: Bulging eyes and high blood pressure could be caused by an overactive thyroid gland. A blood test of the thyroid hormones would be helpful. Hyperthyroidism caused by graves' disease may be the cause.
