Depends: The eyes have a normal, physical resting position in the bony orbits in which they sit. Bulging can be a problem but is not an indication of a need for eyeglasses. The need for glasses called refractive power is a totally separate issue. In extreme myopia only, the eyes can bulge forward a little.
