How do i help a 20 yr old friend from abroad with congenital cataract?

Where located?: If 20 years old has had all the basic elements of vision developed. Many congenital cataracts are static and a lot do not affect vision. If they are progressive they might need removal. Is your friend in a location where eye care is available. If not, and you are good friends, perhaps you can help him come to your location, be evaluated and have this dealt with.
