What can cause extra blood vessels in my eye when i am not diabetic and have clear carotid arteries?

Many causes: There are many causes for neovascularization in the retina. Since you are on HTN meds, it is most likely you have HTN which can cause a blocked blood vessel (retinal vascular occlusion). Diabetes (which you don't have) and radiation are causes, along with sickle cell anemia and retinopathy of prematurity. See your specialist eye md soon because neovascularization can spread and cause blindness.

Blood vessels: Any medical condition that causes ischemia or lack of oxygen can cause abnormal blood vessels to form. Causes include diabetes, strokes in the eye, wet macular degeneration, carotid disease, lupus, sarcoid, etc. Sometimes these blood vessels will bleed, thus requiring laser or anti-vegf treatment.
