Depends on size: Many lipomas are easy to remove and could be done by a dermatologist, plastic surgeon, general surgeon, family practioner or other doctor who regularly does this kind of surgery. However, sometimes they can be wrapped around tendons, nerves or other important structures. I think this would be more likely in areas like the forearm or wrist.
