Yes: Absolutely. One purpose of exercise is to increase muscle strength. This is done by tearing down muscle during exercise then rebuilding it stronger during rest. Without recovery the rebuilding does not happen. There is also a medical problem called rhabdomyolysis that can happen which can be life threatening.
