No: You shouldn't lose feeling in your jaw with having a tooth removed except temporarily with the anesthetic to numb the tooth and jaw during the surgery. Is the tooth being removed for the purpose of braces. Talk to your dentist/orthodontist for further information before you proceed further.

Possibly: It depends on the position of the tooth in relation to the feeling nerve in your jaw. If you have been told this may happen you should see an oral & maxillofacial surgeon. They are the most skilled at tooth removal. In any case loosing the feeling would not prevent you for having braces.
