Lip bubble: A raised area on the inside of your lip that is clear looking and bubble like is most commonly an obstructed minor saliva gland duct. This occurs from food abrasion and eating trauma to the lip. When crushed the duct can no longer release fluid to the mouth. The fluid backs up and creates the bubble appearance. If small no treatment is needed. Larger ones, 4mm, or more do.

Probably a cyst: Very likely a herniated salivary gland or a fibroma--cancer is unlikely. Best to have evaluated by a dentist or ear, nose, and throat md.
