Ethnic neutropenia : People of african descent may have lower white blood cell counts. It's a known variation of normal. However, a hematology consult is a good idea in a situation like this to ensure that nothing else is being missed.

Many possible causes: It is encouraging that your son has been feeling well during this, but what was the original reason to have his white blood count checked? Cells made in the bone marrow can be suppressed after a viral illness, and then they will recover on their own. If his WBC count has been repeatedly low, it is worth having him be evaluated by a peds hematologist.
