My 4 yr old has hives all over have been to doc 3 times and antibiotics/steroids won't clear them what do u rink he's so itchy?

How long?: How has he had hives? Does he have any other symptoms. The drug of choice is usually with above-average dose of antihistamine although steroid may be used temporarily in severe cases.
