Likely not: It is unlikely that your worsening symptoms are due to an allergic reaction to loratatine. Rather, contact dermatitis due to poison ivy is not currently treated appropriately and your dermatitis or ring worm as you call it get worse. You should come see a physician to be evaluated and get proper treatment.

Poison oak : Poison oak is the most likely answer and may not start showing up until a day or more after the initial contact. Be sure to clean out everything (boots, backpack etc) which has had contact with it. You may need to see your doctor to get a medium-potency cortisone cream for the rash.
