Several possibilitie: The most common cause of numbness over a bump in the skin is previous trauma, surgical or otherwise. The nerves in that area can be damaged by trauma, and the bump or lump can be scar tissue. There can be swollen lymph nodes in the area, but they will not usually cause numbness. Some neoplasms can cause such symptoms. To be safe, see your doctor.

Really hard to say: Without seeing it or touching it. It could be a zit that is pressing on a nerve. It could be a mass. At any rate it sound like something you need to go to the doctor and have checked out.
