This may seem a strange question, but can a person get hpv from just shaking hands with someone who has it? (or other non sexual contact)

Yes: There are many strains of hpv including the type that can cause warts on the hands. The cdc has a great website about hpv http://www.Cdc.Gov/std/hpv/stdfact-hpv.Htm.

Not genital strain: There are in excess of 100 strains of HPV with more than a dozen involved with genital transfer. The strains tend to be specific to a tissue area, so genital strains stay there (or transfer to some oral tissues). There are also strains that cause common regular skin warts, which could pass from skin to skin contact like a handshake. You don't pass genital strains with a handshake.
