Depends: Athletes have a more efficient cardiovascular system (higher volume of blood circulating with each heart beat, better oxygen extraction by muscles) and so do not need a faster heart rate to meet the needs of the body. If one's heart rate is slower due to exercise, that is beneficial. However, if one has a slower heart rate due to disease, that is unhealthy.
