Hard to say: One look from your doctor could help a lot in figuring out what is going on. Itchy white patches, and "lumps" on heels might be a corn, or a type of athlete's foot (tinea pedis), or even less common condition known as dyshydrotic eczema.

Itchy Heels: It would be an unusual presentation of athlete's foot, but possible. The itchy part is typically athlete's foot. The hard white lumps are not. Perhaps you can send a photo of what is looks like. You can also buy some topical anti-fungal cream and apply twice daily for 2 weeks. If the problem goes away, you will have the made the diagnosis.
