Callus/bite/csyt: It sounds like you have a dermatitis of some form. Some things to consider are how long it has been there. Such a lump of hardened skin could range from a callus to an insect bite. Your nerves cause the perception of itchiness. It this is impeding your ability to walk, it should be looked at by a professional.
