Depends on pathology: First, the heel needs to be evaluated by either a dermatologist or a podiatrist. Sometimes a skin biopsy needs to be performed. Sometimes a prescription medication is required and sometimes over the counter medications will work. You need to find out the diagnosis and then treat.
