Because that's what: they essentially are. E-cigs take nicotine in pure form and put it into an oil, often together with flavorings, preservatives and other additives, and this is volatilized electrically by high temps in a little chamber in the device, and what comes out is water vapor with lots of nicotine. We do NOT know what propylene glycol and the other chemicals do to the body long term, or if they're safe.
