Maybe: I trust this is a test to see whether you qualify for a particular treatment by virtue of your being a non-smoker. Obviously you are trying, and in the event that nicotine metabolite above the cutoff level turns up in your urine, it might be difficult for someone to state with certainty that you hadn't just been in a smoke-filled environment. Keep trying to stay off tobacco.

Possibly: If screened, any even passive exposure can be assayed though less likely. Most urine drug screens are for illicit (cocaine, thc, etc) &/or frequently abused substances (bzd, amphetamines, etc). Essentially, they are grouped together, legally prescribable or not -- all cause impairment. The dose of nicotine needed for impairment would likely be fatal since it is so potently toxic.
