Urethritis: The commonest causes of white discharge from penis are gonorrhea and chlamydia.Bot if it has been ruled out by culture than ut may be due to another bacterial infection of urethra, but if the discharge is when you urinate it may be from bacterial kidney infection called pyelonephritis.
